Parliamentary taskforce submits report to PM Dahal

KATHMANDU: The taskforce, established to develop the terms of reference (ToR) for the parliamentary investigation committee, presented its report to Prime Minister Pushpa Kamal Dahal today. This has resulted in the resolution of the parliamentary deadlock after a political consensus was reached.

The taskforce, coordinated by the Minister for Law, Justice and Parliamentary Affairs, Padam Giri, submitted the report to the Prime Minister at the Office of the Prime Minister and Council of Ministers today.

On this occasion, Prime Minister Dahal expressed his gratitude to all taskforce members, including the coordinator, for their efficient fulfilment of their roles.

The taskforce has defined the committee's ToR as providing suggestions by conducting a study on the crisis of cooperatives, related laws, institutional purpose, regulations of the financial system, supervision, and transparency.

The committee will conduct a study and recommend measures to protect the savings of depositors of financial cooperative institutions that are in crisis and assist in the return of funds at risk and those that have been misused.

The ToR of the Parliamentary Committee will be to study and analyse the process of returning the savings of cooperatives that have been identified as problematic and to suggest ways to return the savings promptly.

The Committee is also mandated to investigate complaints by members and depositors of cooperative societies about embezzlement, misappropriation, and improper transactions of money deposited in financial cooperatives, and complaints registered at various levels and agencies about the illegal transfer of funds from cooperative institutions to other companies or organisations such as Gorkha Media Network. It will also recommend measures to recover the amount at risk and action against those involved in the irregularities.

The term of office of the seven-member committee will be three months. The committee will study 29 problematic cooperatives as well as other cooperatives.

Taskforce members Jeevan Pariyar, Mahesh Kumar Bartaula, Shishir Khanal, Hitraj Pandey, and Gyanendra Bahadur Karki were also present on the occasion.
