Govt prohibits employees from conducting share transactions during office hours

KATHMANDU: The government has banned share transactions during office hours after discovering that government employees were engaging in them instead of providing effective public services.

The Commission for the Investigation of Abuse of Authority (CIAA) conducted monitoring in response to oral and written complaints. It found that employees, particularly within Singha Durbar, the Central Government Secretariat Complex, were conducting share transactions during office hours, neglecting their official duties.

The CIAA reported its findings to the Office of the Prime Minister and Council of Ministers (OPMCM) on  September 6. Following the CIAA's directive, the OPMCM has instructed all concerned bodies to cease operating the Trading Management System (TMS) during office hours.

Letters have been sent to all ministries, commissions, secretariats, the Chief Secretary, Chief Ministers, and the Office of the Council of Ministers of all seven provinces. The letters conclude that it is inappropriate to conduct private share market transactions during office hours.

"Ensure that TMS is not operated during office hours in all government and public offices, and establish a system to monitor compliance using information technology," the CIAA stated.
