Constitution Day: PM Oli emphasises stability and democracy

KATHMANDU: Prime Minister KP Sharma Oli has stated that political instability can be addressed through constitutional amendments. 

Speaking at a special programme to mark Constitution Day 2081 and National Day at the Army Pavilion in Tundikhel, Kathmandu, PM Oli assured that the amendment process would proceed with the consent of all parliamentary parties.

"We will not only consider the numbers in parliament during the amendment process. Maximum efforts will be made to garner consensus from all parties as far as possible," he said, emphasising the need for timely revisions to inappropriate provisions.

Highlighting the struggle for the protection and implementation of achieved rights, PM Oli called for a commitment to political stability, policy-level permanence, and national prosperity. He outlined the government's efforts to create an environment where youth can find employment within the country, labourers can secure decent work, citizens have equal access to healthcare, and no one goes to bed hungry. He also stressed the importance of children being in schools and farmers receiving fair market prices for their produce.

PM Oli mentioned that the government is preparing an action plan for the implementation of fundamental rights, with a focus on mobilising economic resources. He acknowledged that the financial resources required for implementing these rights are not immediately available but assured that the government is working to manage the necessary resources to provide relief to the people.

He noted that 20% of citizens still live below the absolute poverty line and reiterated the government's commitment to eradicating poverty and achieving the national aspiration of 'Prosperous Nepal, Happy Nepali'. He emphasised the need for an inclusive development model to realise this goal.

PM Oli also highlighted the government's initiatives to provide social security, quality education for children, and decent, safe employment. He mentioned the policy of investing in startups, self-employment, and entrepreneurship, with a focus on youth and children for the future.

He emphasised the need for stability in both policy and political realms. He highlighted that the federal democratic republican system adopted by the nation is based on healthy competition and true democracy, characterised by rights for all, equal access to opportunities, equality, social justice, security, and dignity. He asserted that the rule of law, transparency, and accountability are integral to democracy.

"Our system is a federal democratic republic, not a continuation of any dynasty's autocratic rule. It is a progressive system where people elect their rulers. There is no going back from this system. This is the governance system chosen by the people, and it is our duty and responsibility to strengthen and uphold it," he reiterated.

Marking Constitution Day 2081 and National Day at the Army Pavilion in Tundikhel, PM Oli recalled the long struggle, sacrifices, and tireless efforts that led to the establishment of the country's main laws on Asoj 3. "Today is the day that fulfilled the people's desire to institutionalise the organised movement launched by Nepali people since 1993 BS to gain rights and self-governance," he explained.

PM Oli shared that Constitution Day reminds him of the collective journey and achievements, encouraging him to protect and promote the Constitution and ensure its effective implementation. "The constitution promulgated by the Constituent Assembly reflects our collective desire and shared views. It incorporates the voices, dreams, and aspirations of all – farmers, workers, teachers, students, youths, women, Dalits, indigenous nationalities, Tharus, Muslims, and marginalised communities," he added.

He noted that the constitution guarantees rights for all citizens and commits to a bright future for all Nepalis, incorporating the sentiments of all except for a few exceptions. "I extend special gratitude to the Nepali citizens for their unity against forces attempting to disrupt harmony under the pretext of 'disagreement' with the constitution," said PM Oli.

The programme featured various cultural processions, and a helicopter from the Nepali Army displayed a banner reading 'Constitution and National Day 2081' while showering flowers. The event was attended by President Ramchandra Paudel, Vice President Ram Sahaya Prasad Yadav, Chief Justice Bishowambhar Prasad Shrestha, Speaker Devraj Ghimire, National Assembly Chairperson Narayan Prasad Dahal, ministers, federal lawmakers, people's representatives, chiefs of constitutional and security bodies, and heads of diplomatic missions.
