
KATHMANDU: Development expenditure has decreased to 29% by the third quarter of current fiscal year 2024/25.
Data from Financial Comptroller General Office (FCGO) indicates that the government's capital expenditure as of April 12, 2025 stands at Rs 102.9 billion. The government allocated Rs 352.35 billion under the capital heading for the fiscal year, yet only 29.2% of the annual allocation has been utilised.
Overall budget expenditure during this period has also remained weak. By April 13, just 53.67% of the total annual budget had been spent.
The government proposed a budget of over Rs 1,860.03 billion for the current fiscal year, of which Rs 998.50 billion has been spent as of April 13.
Under the current heading, Rs 1,140.06 billion was allocated, but only 59.45% or Rs 678.06 billion has been used, as per FCGO data.
Expenditure under the financial management heading has reached 59.23% by April 13. The government allocated Rs 367.28 billion for this category and has spent Rs 217.63 billion so far.
Revenue collection has also fallen short. Out of the target of Rs 1,419.03 billion, only Rs 821.67 billion, or 57.89%, was collected by April 11.
Foreign grants have similarly lagged behind expectations. Of the Rs 52.32 billion target for this fiscal year, only Rs 14.26 billion, or 27.27%, has been received so far.
