KATHMANDU: Nepal Chamber of Commerce (NCC) has urged Speaker Devraj Ghimire to take the initiative to rectify the bill proposed to amend the Commission for the Investigation of Abuse of Authority Act, 2048 (1991).
NCC drew the attention of Speaker Ghimire towards the bill approved by the National Assembly and submitted to the House of Representatives, which brings the private sector under the CIAA's jurisdiction.
A delegation of officials from the NCC submitted a memorandum to the House Speaker urging him to make the bill adaptable to the Constitution.
In the meeting with the House Speaker, NCC President Rajendra Malla said that when the country's economy is currently at risk, if the bill regarding the CIAA is passed the private sector will further shrink and the industry will be adversely affected due to impact on foreign investment.
He said, "Instead of raising the morale of private sector through the promotion and protection of industrial business, the provision mentioned in the bill has discouraged the private sector." Malla argued that the arrangement of bringing private sector under the CIAA's jurisdiction is against the spirit of the constitution.
He further said that it is unnecessary to bring private sector under the CIAA as there are other agencies to regulate and deal with irregularities in private sector.
Speaker Ghimire assured the NCC delegation that he will try to make laws that are friendly to the private sector. He said he will make suggestions regarding the bill immediately after the formation of parliamentary committees which is underway.
