MoFAGA concludes ‘Pratibha Dabali’ held for showcasing talents of civil servants

KATHMANDU: Ministry of Federal Affairs and General Administration (MoFAGA) concluded 'Pratibha Dabali' (Talent Forum) held for the civil servants to showcase and nurture their talents. A total of 10 best ideators from across the country presented their ideas at the programme organised by the MoFAGA in collaboration with Idea Studio Nepal at the office of the Prime Minister and Council of Ministers, Singha Durbar. The participants included Dikendra Prasad Subedi from the Office of the Chief Minister and Council of Ministers, Biratnagar; Ram Datta Bhatt from the Commission for the Investigation of Abuse of Authority (CIAA), Kathmandu; Moh Raj Paudel from Panini Rural Municipality, Arghakhanchi; Sangam Paudel from District Coordination Committee, Panchthar; Rabi Chandra Aryal from Kumarichowk and Central Arrears Recovery Office, Babarmahal; Sabin Koirala from North-South Koshi Road Project; Harisharan Nepal from Survey Department, Minbhawan, Kathmandu; Padmaraj Timalsina from Prison Office, Dhangadhi; Avinash Srivastava from the Ministry of Urban Development, Singh Durbar, Kathmandu; and Paresh Jogi from the MoFAGA. Chief guest at the programme, Prime Minister Pushpa Kamal Dahal and special guests Minister for Federal Affairs and General Administration Amanlal Modi, Chief Secretary Baikuntha Aryal and MoFAGA Secretary Krishna Hari Pushkar addressed the programme. Photo courtesy: Idea Studio Nepal[/caption] Addressing the programme, Prime Minister Dahal said innovative ideas are needed for bringing about social transformation for the cause of the people and country. According to him, new thoughts are necessary for changes and added that his steps from the past to the present have become possible due to his innovative ideas. "Development of human society was achieved in the course of a search for innovative ideas," he said urging all to focus on innovative and creative ideas to make the performance effective. PM Dahal said Nepal's bureaucracy holds efficient employees in all respects along with capacity and talents. He termed bureaucracy as the permanent government adding success and the failure of the government depended on the service delivery on the part of the bureaucrats. He urged the bureaucrats to work in a creative fashion becoming effective and result-oriented. On the occasion, special guest Minister Modi opined, "None can build the country alone. Everyone needs to join hands to build this country." He stated that he had assumed the leadership of the Ministry with innovative ideas. He also shared that action plans were in the offing to take forward bureaucracy in an innovative manner so as to make public service delivery more effective. According to Minister Modi, his Ministry had taken some far-reaching decisions in favour of good governance. He said all the work related to the Federal Civil Service Act has been sent to the Ministry of Finance and the Ministry of Law, Justice and Parliamentary Affairs. Moreover, he shared that process to do away with the provision of appointing Officiating in the public office had been taken forward and those receiving promotion routinely and those officers and under-secretaries making it to civil service passing through the public service exam were deployed at the local level. According to him, the details of additional employees in all ministries were sought and those not rendering service from the designated duty station were booked. On the occasion, MoFAGA secretary Pushkar said 'Pratibha Dabali' has been introduced with the aim of exposing the innovative ideas brought by the employees. Photo courtesy: Idea Studio Nepal[/caption] Likewise, Chief Secretary Aryal opined that all the ideas target simplifying the flow of public services, and they will make maximum efforts to implement these ideas. Photo courtesy: Idea Studio Nepal[/caption] Of the 10 participants, Engineer Moh Raj Paudel from Panini, Arghakhanchi won the first prize while Bhatt, Director of Information Systems at CIAA won the second prize. Similarly, Aryal, an accountant at Kumarichowk and Central Arrears Recovery Office won the third prize. Paudel presented his ideas on the use of '3D Landscape Model' in the planning process at the local level, while Bhatt's idea was 'Locate Your Citizens through Smart Addressing System'. The third winner, Aryal, Presented his ideas on 'Government Service Tracking System (GSTS)'. The judging panel included Government Secretary Gokarnamani Duwadi, former Secretary Yam Kumari Khatiwada, and Executive Chairperson of Idea Studio Nepal, Tshering Lama. At the end of the programme, the evaluation of ten participants was combined. Of the 10 presenters, the first, second and third winners were honoured with certificates and cash Rs 50,000, 40,000 and 30,000 respectively, while certificates were handed over to six others. Ministry secretaries, joint secretaries, deputy secretaries, branch officers, employees and distinguished persons of various organisations were present at the talent forum. READ ALSO:
